Partnering with prisons to support the reintegration of individuals into the workforce

As part of our ongoing commitment to creating meaningful social value in the communities we serve, VolkerHighways has partnered with His Majesty’s Prison (HMP) Service to help individuals gain valuable employment opportunities both during their sentence and beyond their release.

Earlier this year, we launched a collaboration with a HMP Category D open prison where individuals are given the chance to work in various roles that help them develop practical skills for life after custody. Our team visited the prison to present an overview of our business and highlight the diverse roles and career pathways available within the construction industry. Following the introduction, we split into small groups, where participants shared their CVs and discussed their aspirations for future employment. 

This initial engagement led to a significant achievement whereby VolkerHighways has since employed two individuals through the Release on Temporary License (ROTL) scheme, which enables eligible prisoners to work outside the prison for a limited time. These individuals are now employed as General Operatives, contributing to highway maintenance projects and delivering traffic management requirements across the region. This hands-on experience is equipping them with the confidence, skills and work ethic needed to successfully transition into the workforce upon release.

Looking ahead, we’re already planning our next engagement for early 2026. This session will focus on CV writing and mock interviews - an area identified as a priority. We’ll also provide insights into the current job market and the growing role of AI in recruitment, helping participants prepare for the realities of today’s employment landscape.

In addition, VolkerHighways is proud to be developing a dedicated construction health and safety course in collaboration with HMP Bullingdon, an institution currently without funding for such training. This initiative is designed to equip soon-to-be-released individuals with industry-recognised qualifications and their CSCS Labourers Card, a mandatory training for working on UK construction sites.

By providing access to this training, we’re helping individuals to build the skills and confidence needed to secure meaningful employment upon release - an important step in reducing reoffending and supporting long-term rehabilitation. The course also opens doors to job opportunities within our business and across our wider supply chain partners.

Once successfully launched at HMP Bullingdon, we aim to expand this programme to prisons nationwide, creating a scalable model for workforce reintegration across the UK.
